The skimmer pulls at the surface water of the pool, taking in the debris like bugs, dirt, and small foliage that fall at the surface. It 'skims' the surface. An empty pool surrounded by highly saturated ground water is dangerous to the foundation, along with the pressure of the storm elements. Strong winds can ruin the foundation of your pool to the point of extremely costly pool repairs.
Some pool owners think that draining a pool is necessary to clean it. However, this is usually a bad idea for a similar reason. Structurally, pools are built to hold water in harmony with the ground water around it. Draining the pool of water can sometimes pull a pool out of the ground.
